Appointment System for American Citizen Services

NOTICE: The U.S. Embassy and Consulates strongly encourage our customers to make appointments at the location nearest them. Applicants should avoid traveling throughout Japan solely for the purpose of obtaining a Consular Report of Birth Abroad, passport, or notarial service appointment. If the Consulate nearest you does not have appointments available online and you have an urgent need for service, please contact us at the email addresses listed below.

Appointments at the U.S. Embassy in Tokyo:

The U.S. Embassy in Tokyo has resumed some routine services.  To schedule an appointment, please click here. If the appointments are fully booked, please check our website at the beginning of each month for the following month’s appointments. Please note that mail-in renewal is available for most adult passports (see more information).

To apply for a social security card, please DO NOT make an appointment here. Please make an appointment from this link. It is no longer possible to apply for a social security card at the same time as a Consular Report of Birth Abroad.

Appointments in Tokyo, Sapporo, Osaka/Kobe, Fukuoka, and Naha:

Online appointments are now available for Tokyo, SapporoOsaka/KobeFukuoka, and Naha. In order to avoid unnecessary travel, please make an appointment at the nearest location.

For Tokyo

Please note:
  • Individuals coming to Embassy Tokyo for consular services are now required to bring and wear protective masks. You will not be allowed entry without a mask.
  • Due to strict social distancing guidance, we are unable to allow anyone into our waiting room other than the applicants who are required to be present at the time of your appointment.  Please refrain from bringing your friends or spouse to the Embassy, if they do not need to be present for your application.
  • If there are any unforeseen circumstances, we may ask you to cancel and re-schedule your appointment. Please make sure to check our OFFICE CLOSURES on the day of your appointment.
Appointments

Please arrive no more than 15 minutes before or after your scheduled appointment time.

  • To make or cancel an appointment for passports/report of birth/notarial services (Tokyo), pleaseclick here. Please bring a printout of the “Appointment Details” screen when coming to the Embassy. Confirmation email will NOT be sent after you make an appointment.
  • If you are unable to print out your appointment details, please write down your appointment password. You will need your appointment password to change or cancel your appointment.
  • For applicants who used the electronic application for the Consular Report of Birth, please allow 5 working days between payment submission and interview appointment time.
  • If the appointments are fully booked, please check our website at the beginning of each month for the following month’s appointments.

Social Security
  • To apply for a social security card, please DO NOT make an appointment here. Please contact the Federal Benefits Unit through our online inquiry form. It is no longer possible to apply for a social security card at the same time as a Consular Report of Birth Abroad.

For Naha

All non-emergency consular services are provided by appointment only.

  • To make or cancel an appointment for passports/report of birth/notarial services (Naha), please click here. Please print the appointment confirmation page and bring it with you on your appointment date. In addition, each family member seeking a service related to passports or birth registration should also make an individual appointment.

  • To apply for a social security card, please contact the Federal Benefits Unit through our online inquiry form. Please note that it is no longer possible to apply for a social security card at the same time as a Consular Report of Birth Abroad. All inquiries regarding social security card, federal benefits falls under the jurisdiction of the Federal Benefits Unit.

For Osaka-Kobe

All non-emergency consular services are provided by appointment only.

The U.S. Consulate in Osaka is offering limited passport, report of birth, and notary appointments online.

Each family member seeking a service related to passports or birth registration should make an individual appointment. At the time you receive your appointment confirmation page to print, you will also be offered the option to make a separate appointment for another individual.

For Fukuoka

  • To make or cancel an appointment for passports/reports of birth/notarial services (Fukuoka), please click here.
  • Please make one appointment per family, even if you have multiple passport applications or reports of birth abroad.
  • If one of the services you require is a birth report, your appointment should be for “Report the birth abroad of a child.” If you create your appointment under a different category, we will not be able to accept your birth report application during your scheduled appointment.
  • Please provide a phone number and email address that you normally use. We may need to contact you regarding your appointment.
  • Military families are encouraged to consult your base Legal Office for the completeness of your application package prior to visiting the consulate.

For Nagoya

The U.S. Consulate in Nagoya no longer provides American Citizen Services. American citizens are advised to consult the website of the U.S. Consulate General in Osaka.
